With reference to Your Lordship's telegram

of the 11th November, 1919, on the subject of the retirement

on pension of Mr. E. V. Carpmael, I have the honour to forward for Your Lordship's consideration draft pension papers for Mr. Carpmael and to request Your Lordship's decision on the various questions raised with regard to the proportions of pension to be borne by this Government and by the Government

of Weihaiwei.

I would point out that no mention is made

of Weihaiwei in the Pension Minutes of this Colony and it is

not clear therefore whether service in Weihaivel is to be

treated in the same manner as service in the Straits Settle- -ments for the purpose of calculation of pension. If it be so ragarded, Section 17(4) of the Pension Minute is applicable and the sbare to be borne by this Government will depend not on term of service but on the total salary dram by Mr.Carpmael

If on the other hand, Weihaiwei be not

considered as similar to the Straits Settlements, the pension must be calculated according to the provisions of Section 17(2) and the further question will arise whether the Government of Weihaiwei is liable for a proportion of the tropical allowance of 5 years.
